NASDSE’s New Project Forum Policy Forum
Project Forum has recently published Financial Responsibility for Students with Disabilities: A Special Case by Chandra Keller-Allen, Ed.D. This document can be found at the Project Forum web site here. Project Forum’s aim is to facilitate improved services to children and youth with disabilities by gathering and sharing information that supports changes to policy and practice at the national, state, and local levels.

Notice of Proposed Changes to Part B SPP and APR
The Office of Special Education and Rehabilitative Services (OSERS) posted proposed changes to the Part B State Performance Plan (SPP) and Annual Performance Report (APR) in the Federal Register on October 22, 2008. Comments must be received by November 21, 2008. Copies of the information collection package are also available.

IES Practice Guide: Dropout Prevention
The What Works Clearinghouse of the Institute on Education Sciences (IES), U.S. Department of Education has recently published the IES Practice Guide: Dropout Prevention. This document includes an overview of dropout prevention as well as six specific recommendations pertaining to dropout prevention.

2008 OSEP National Early Childhood Conference
OSEP will be hosting the National Early Childhood Conference entitled Building Partnerships for Effective Change, from December 8-10, 2008 in Washington, D.C. The agenda will include plenary speakers, information from OSEP and other colleagues, and networking opportunities. To view the draft agenda or to register for this event, please click here. Part B SPP/APR Summary Document
In August 2008, a document summarizing Part B SPP/APR 2008 submissions by indicator (FFY 2006), with contributions from CADRE, DAC, ECO, IDEA Partnership, NCCRESt, NCEO, NDPC-SD, NECTAC, NIUSI, NPSO Center, NSTTAC, and the Regional and National Parent TA Centers, was published. ZERO TO THREE Webinar
The ZERO TO THREE Policy Center and the Child Care Bureau will host a webinar entitled What Implications Do Quality Rating and Improvement Systems Hold for Infant/Toddler Care? on Monday, September 29, 2008 from 1:00-2:15pm CST. The discussion will include recommendations from a meeting on this topic held in May 2008, and perspectives on implications for their states’ QRIS will be shared by two Child Care and Development Fund (CCDF) Administrators. North Central Regional Summit on RTI
The North Central Regional Summit on RTI will be held October 29-31, 2008 at the Embassy Suites Chicago O'Hare Hotel. Teams of 5-6 SEA staff from Iowa, Illinois, Indiana, Michigan, Minnesota, Missouri, Ohio, Pennsylvania, and Wisconsin are invited. The Summit will provide an opportunity for action planning to follow up on the National RTI Summit and focus on RTI implementation in middle and high schools, especially regarding funding, equity, and evaluation. National expertise and SEA teamwork will be emphasized. Partner sponsors include the North Central Regional Resource Center (NCRRC); the Great Lakes East, Great Lakes West, Mid-Atlantic, Mid-Continent, and North Central Comprehensive Centers; and the National Center on Response to Intervention. Illinois Early Childhood Asset Map
Recently, the Illinois Early Learning Council requested that the University of Illinois (in collaboration with Chicago Metropolis 2020, a business advocacy group) create an interactive web-based tool including community demographic information (i.e., income levels, population distribution, Latino population, and parental employment) and birth to 5 early care and education data from state agencies, Head Start, and the private sector. A comparison of national resources by states on various indicators is also available. The tool is called the Illinois Early Childhood Asset Map (IECAM). CELL Publishes 70 New Practice Guides
The Center for Early Literacy Learning is pleased to announce the publication of 70 new practice guides which were developed to help practitioners and parents promote the early and emergent literacy skills of young children with disabilities or delays. The practice guides are organized by age and type of literacy skill. There are 31 infant, 22 toddler, and 17 preschool practice guides that can be printed and used by parents or practitioners.
